Update: Visa moved the effective date of their Processing Integrity Program to 25 April 2024 from 1 July 2023, with the first billing in June 2024.
Visa will begin monitoring their Processing Integrity Program and the fees listed in the table below will be assessed for domestic and international transactions. These fees will apply when transactions are not authorized, reversed or cleared as required. The rates will increase on 1 July 2024.

On October 13, 2023, Visa will introduce an account listing service for issuers called Visa Account Screen, which will block authorizations and deposits for a cardholder’s lost, stolen, or closed account. With this new feature, Visa will assess a 5 USD deposit fee for each returned or rejected transaction when either of the following scenarios occur.
- An unauthorized force-post transaction was received that was above the floor limit or the floor limit could not be determined, and the account was listed on the Account Screen Clearing File (ASCF) or Card Recovery Bulletin (CRB)
- The account number was listed in the ASCF or CRB on the purchase date and the amount was below the floor limit without authorization
To avoid this fee, please make sure you:
- Request an authorization or deferred authorization when required,
- Submit the authorization code, authorization source code and transaction identifier assigned during a deposit’s authorization,
- Do not submit deposits for transactions that have been declined, and
- Use zero-amount account verification messages to check the status of the account.

Starting 1 October 2023, Visa will begin assessing a new Secure Credential CNP Behavioral Fee with a rate of 0.025% per transaction. This fee will apply to all domestic or intraregional CNP transactions that are processed with a primary account number.
This fee will not apply to authorization approvals that are processed with the following:
- Visa EMV Payment Tokens
- Visa Secure
- Merchant location in Turkey or France1

Update: Visa changed the effective date for the VDCU Fee to 1 August 2023 from 1 July 2023.
Starting 1 July 2023, Visa will charge a Visa Digital Credential Updater Fee (VDCU Cred Update Fee) of 0.12 USD for all VDCU activities. This fee will be billed when a token is used in a transaction for the first time following an update to that token’s PAN or expiration date.
The VDCU provides access to token lifecycle management events including credential on file updates and token status change notifications, such as deleted, suspended, and resumed token updates. These lifecycle updates can help you ensure cardholders’ payment credentials are up to date, which is essential for maintaining payment continuity and improving authorization rates.
This new fee does not apply to token status notifications, which will continue to be waived until further notice.

On 1 July 2023, Visa’s Innovation and Market Development Fee of 0.02% per transaction in Italy will be assessed on reported merchant volumes.
Visa will reinvest the fees in initiatives that benefit the market including:

- Promoting educational initiatives on the benefits brought by digital payments
- Driving innovation and new product initiatives
- Accelerating acceptance infrastructure development

Billing will begin in July 2023, and your first bill will include transactions that were processed between April 2023 and June 2023.

Update: Starting 15 April 2023, Visa will expand their Visa Flexible Credential products to support debit transactions. The rates will remain the same.
On 20 January 2023, Visa introduced the new Visa Flexible Credential prepaid card, which supports buy now, pay later purchases in virtual and physical environments. These cards were issued in the Asia Pacific, Central Europe, Middle East and Africa regions. If you process one of these cards, the existing interregional interchange rates will apply as shown in the below table.

Update: MCC 7996 – amusement parks, circuses, carnivals, and fortune tellers – will be eligible for B2B virtual payments transactions starting 20 January 2023.
On 14 October 2022, Visa will expand the list of qualifying merchant category codes (MCC) to fully support the B2B travel segment as shown in Table 1. It also applied new program interchange rates as shown in Table 2.

On 1 February 2024, Mastercard will implement a recurring 30-day period M/Chip Deployment Performance Program fee to POS terminals with an implementation issue that causes a technology failure. To avoid this fee, please make sure that your terminal’s Payment System Public Keys in the Combined Dynamic Data Authentication are updated and/or your software kernel has a V3.x reader.
If your POS is supported by a third-party service provider, please contact them to ensure that you have the latest upgrades and specifications that comply with Mastercard’s requirements to help you avoid these fees.
This does not apply if you have a stand-alone POS device that we support.

On 30 January 2023, Mastercard will introduce a new Exemption Indicator service fee, shown in the table below. This new fee applies to all approved e-commerce authorizations submitted for a low-value payment, transaction risk analysis or an SCA delegation with a Strong Customer Authentication (SCA) Exemption Indicator and:
- The assigned static Accountholder Authentication Value (AAV), indicates one of the following programs:
- Maestro Recurring Payments Program
- Mastercard Utility Payment Program
- Maestro Low Risk Merchant Program
- Maestro Static AAV for Masterpass
- The transaction does NOT include a valid AAV, or
- The transaction is submitted with a Mastercard Digital Enablement Service (MDES) token, even if you have a valid AAV or are granted an SCA Exemption (see below)
How to avoid the fee
The fee will not apply when you request an SCA Exemption in your authentication flow to Mastercard and receive an Electronic Commerce Indicator (ECI) value of 6. In this scenario, you must submit a value of 6 in the Universal Cardholder Authentication Field (UCAF) Collection Indicator field to avoid the charge.
Additionally, the fee will not apply to merchant-initiated transactions, recurring payments, secure corporate payments, or where there is an authentication outage.

On 2 January 2023, Mastercard will reduce the threshold of declined attempts for the Excessive Authorization Attempts TPE program from 201 to 101.
The existing Excessive Authorization Attempts fee will remain at 0.55 EUR per transaction over the threshold.

Update: Mastercard is delaying the assessment of their Installments Program fees (see Table 3) from 13 January to 31 October 2023.
On 14 October 2022, J.P. Morgan started supporting the Mastercard Installments Program in the U.K. This program, introduced in April, allows issuer-approved cardholders to purchase large ticket items and set up an installment payment schedule with the issuer. The merchant will receive payment for the entire transaction amount at the time of purchase as with other Mastercard transactions.
Enrollment: Mastercard will automatically enroll merchants into participation in the Mastercard Installments Payments Program.
Rates: Rates for Mastercard Standard interchange categories remain the same and apply to Mastercard Installments Program transactions (see Table 1).
Opt-Out: Merchants can opt-out of the Installments Program by contacting J.P. Morgan. Mastercard Installments transactions accepted by a merchant that has opted-out of the program will decline at the point-of-sale.
Merchant Advice Code: To identify declined installments transactions for those non-participating merchants, Mastercard Merchant Advice Code (MAC) value of 22 has been added for this Program (see Table 2) and MAC 22 will be provided with the decline response.
Effective 31 October 2023, Mastercard will introduce new Mastercard Installments Program fees that will apply based on merchant category codes (see Table 3).

Update: This is to clarify that Mastercard’s DRCS Fee is applicable to card-not-present transactions (excluding MOTO transactions), including, but not limited to, account verification transactions and refund authorizations.
Mastercard changed the effective date for the Mastercard Decline Reason Code Service Fee (EEA). This fee now applies to the additional regions of the UK and Gibraltar too (see Table 1).
On 1 July 2022, Mastercard will introduce a Decline Reason Code Service (DRCS) fee which will be charged when Mastercard sends a Merchant Advice Code (MAC) when the card-issuing bank does not.

Starting 1 March 2024, Visa will no longer honor the following tokenized standing instruction merchant-initiated transactions (MIT) that are sent with a newly generated device token, and these transactions will receive the decline reason code 530 (Do Not Honor):

Visa will continue to accept your existing standing instruction MIT relationships with cardholders that had their device tokens generated prior to 1 March 2024.
To avoid any payment disruptions, please work with your token service providers to replace the device tokens with card-on-file tokens for standing instruction MITs. You may also contact your J.P. Morgan representative to find the right token solution for you.

Some cardholders are using a customization service provider to personalize their cards by transplanting the EMV chips and transferring the mag-stripe data from the original Visa-issued card to a non-Visa customized card. Visa is sharing the following guidance regarding customized cards

- Transplanted EMV chips may not have the contactless functionality

Effective 1 November 2022, Visa is introducing new requirements for the use of sensory branding in e-commerce and digital payment experiences which includes the Visa brand animation, the Visa brand sound and the Visa brand haptic.
Payment experiences in scope for the Visa Sensory Branding requirements include, but are not limited to, those involving e-commerce, transit, Connected Commerce and Internet of Things (IoT) devices, wearables, digital wallets and person-to-person (P2P) apps. Payment experiences involving digital point-of-sale, such as Tap to Phone, are also in scope.

Effective 14 October 2023, Visa will make the following changes to their dispute rules.
I. Allowable Compelling Evidence
Effective 15 October 2023, only the items specified in Visa’s Allowable Compelling Evidence may be used for pre-arbitration attempts. For more information, please refer to the “April 2023 - Updated Dispute Rules” article below.
II. Pre-Arbitration Processing Requirements for Dispute Conditions 10.1, 10.2, 10.3, and 10.4
For transactions billed after a cardholder’s departure in a hotel stay, trip, or car rental return, you may submit the following:
- Evidence that the transaction is connected to a previous stay, travel, or rental period (e.g. a parking violation that occurred during the car rental)
- Evidence that an imprint was obtained during the same stay, travel, or rental period (e.g. any approved authorization containing an electronic imprint)
III. Dispute Condition 10.4: Other Fraud – Card-Absent Environment
A complete description of the merchandise or services purchased for the disputed transactions and the two previous undisputed transactions should be provided.
IV. Minimum Dispute Amounts
There will no longer be a minimum dispute amount for automated fuel dispenser transactions for Dispute Condition 10.3, Other Fraud – Card Present Environment.

On 1 October 2023, Visa will introduce the Visa Digital Goods Merchant Fraud Monitoring Program to help lessen digital goods and small ticket fraud. The program will use data from fraud and sales transactions from the previous month. For example, October 2023 results will be based on September 2023 data. You can familiarize yourself with the program during Visa’s advisory period, which will run from 1 April 2023 to 31 August 2023.
Visa has provided the following guidance for this program.
Threshold Criteria: The program will monitor transactions that do not exceed the following thresholds.
- 25,000 USD fraud amount
- 300 fraud count
- 0.9% fraud-dollar to sales-dollar ratio
Merchant Category Codes: The program will monitor transactions with the following merchant category codes (MCCs).
- 5735 – Record Stores
- 5815 – Digital Goods Media – Books, Movies, Digital artwork/images, Music
- 5816 – Digital Goods – Games
- 5817 – Digital Goods – Applications (excludes Games)
- 5818 – Digital Goods – Large Digital Goods Merchant

On 15 April 2023, Visa will update their disclosure requirements for recurring, up-selling, and negative option transactions. In addition to the existing disclosure requirements, the following information must be clearly displayed on the webpage where the payment credential is requested and entered, and on the checkout screen.
Recurring Transactions
- Merchant Name
- Description of goods or services
- The length of any trial period, introductory offer, or promotional period
- The transaction(s) amount(s) and currency, including specifically:
- The amount due at the time of purchase (even if zero)
- The amount and fixed date or interval due for each recurring transaction
- Where surcharging is permitted, acknowledgment of any surcharge assessed and the associated disclosures
- Last 4 digits of the payment credential
- Clear cancellation and refund policies, including the date that any cancellation privileges expire and a means for the cardholder to easily cancel transactions
Up-Selling Transactions
- The name of the up-selling merchant offering the goods and services in a manner that clearly differentiates the up-selling merchant from the initial merchant
- Description of goods and services
- The length of any trial period, introductory offer, or promotional period
- Clear disclosure that the cardholder will be charged unless the cardholder takes steps to cancel any subsequent transactions
- The transaction amount
- The transaction date
- Last 4 digits of the payment credential
- The cancellation policy
- Instructions for an easy way to cancel the agreement and/or any subsequent transactions
- The transaction(s) amount(s) and currency, including specifically:
- The amount due at the time of purchase (even if zero)
- The amount and fixed date or interval due for each recurring transaction
- Where surcharging is permitted, acknowledgment of any surcharge assessed and the associated disclosures
Negative Option Transactions
- The name of the merchant offering the goods and services
- Description of goods and services

- Clear disclosure that the cardholder will be charged unless the cardholder takes steps to cancel any subsequent transactions
- The transaction amount and transaction date for the initial transaction (even if no amount is due) and for any subsequent recurring transactions

- The cancellation policy
- Instructions for an easy way to cancel the agreement and/or any subsequent transactions
- If the merchant sends a transaction receipt or notification via email, a link to a page on the merchant’s website where the agreement, order, or any subsequent transactions can be easily cancelled
- The transaction(s) amount(s) and currency, including specifically:
- The amount due at the time of purchase (even if zero)
- The amount and fixed date or interval due for each recurring transaction
- Where surcharging is permitted, acknowledgment of any surcharge assessed and the associated disclosures

On 15 April 2023, Visa will implement the following limits and fee to their Automated Fuel Dispenser (AFD) authorizations:
- Status check authorization limit: $175 for non-fleet card transactions; $1,000 for fleet card transactions
- Real-time pre-authorization limit: $500 for non-fleet card transactions; $1,000 for fleet card transactions
- Partial Authorization Non-Participation Fee: a $0.01 fee will be assessed on all AFD authorization request messages that do not support partial authorization responses.
On 16 April 2025, initial authorizations for fixed amounts will only be permitted at AFDs. If you use non-AFD MCCs, you can use estimated and incremental authorizations instead.

On 15 April 2023, Visa will include international and domestic transactions in their Visa Dispute Monitoring Program and Visa Fraud Monitoring Program calculations in Europe.
Visa will also change the currency from EUR to USD for the Non-Compliance Assessment (NCA) of all monitoring programs and the Global Brand Protection Program to mirror NCAs currently applicable to clients outside Europe.

Update: Visa is updating their dispute rules below (see I and IV).
Visa will update their dispute rules and language to improve the effectiveness and efficiency of the dispute process. The updates outlined below are effective for the pre-arbitration attempts processed in the following dispute-related areas on or after 15 April 2023:
I. Dispute Remedy for Dispute Condition 10.4: Other Fraud – Card-Not-Present Environment
You may remedy this dispute by providing all of the following as evidence:
- The same payment credential was used in two previous transactions that the issuer did not report as fraudulent activity to Visa and these transactions were processed 120–365 calendar days1 before the dispute processing date.
- The device ID, device fingerprint or IP address and one or more of the following (in both of the undisputed transactions) are the same as the disputed transaction as applicable:2
- Customer account/login ID
- Delivery address
- Device ID/device fingerprint
- IP address
Any combination of the credentials listed above can be provided if at least one of the two credentials is the device ID, device fingerprint or IP address. For example, the undisputed and disputed transactions have the same device ID and delivery address, the same IP address and login ID, or the same device fingerprint and IP address. If proper evidence is provided, the card issuer will not be allowed to continue the dispute.
Visa will no longer require evidence that merchandise or services were provided to support the compelling evidence in pre-arbitration.
II. Compelling Evidence Rules: Evidence of a Link to the Cardholder
You will be required to submit photographic or email evidence if you are attempting to prove a link between the cardholder and the person receiving the merchandise or services, or to prove that the cardholder disputing the transaction is in possession of the merchandise and/or is using the merchandise or services.
Examples of photographic evidence may include:
- Photos from the cardholder’s social media showing the cardholder using the merchandise or services
- Snapshots of security footage taken at your location showing the cardholder taking possession of the merchandise
- Photos taken during delivery of goods showing the cardholder receiving the merchandise
Examples of email evidence may include:
- Email correspondence from the cardholder indicating the merchandise was received
- Email from cardholder asking how to put items together, make it work, etc.
III. Compelling Evidence Rules: Evidence of Prior Undisputed Transactions
Under Dispute Condition 10.4: Fraud – Card-Not-Present Environment, you may supply evidence that three or more of the following elements had been used in a previous undisputed transaction:
- Customer account/login ID
- Delivery address
- Device ID/device fingerprint
- Email address
- IP address
- Telephone number
IV. Use of Compelling Evidence for Airline-Related Transactions
Currently, under Dispute Condition 10.4: Other Fraud—Card-Absent Environment, acquirers (for all regions except Europe) may remedy a dispute by providing evidence that the cardholder’s name was included in the manifest for the departed flight, and that this name matches the cardholder’s name on the purchased itinerary. This remedy will apply to all regions for pre-arbitration attempts processed on or after 15 April 2023. The current language related to compelling evidence for Europe pre-arbitration attempts will be removed.

Visa is advising everyone to use the 3DS Requestor Authentication Indicator = Add Card (04) for non-payment authentication (NPA) requests. This will minimize strong customer authentication (SCA) declines on account verification transactions by informing card issuing banks that a non-financial transaction is being used to store a credential for future cardholder-initiated-transactions (CIT).
You must continue to use the 3DS Requestor Challenge Indicator = Challenge Request: Mandate (04) for cases where a challenge is required (e.g., the transaction is being performed to set up a future merchant-initiated-transaction (MIT)). You will also have the option to send this indicator in an NPA request when non-financial transactions are used to set up MITs.

Visa is introducing their Visa Token Service (VTS) to web browsers for improved security and consumer experience on card-not-present (CNP) transactions. Merchants globally could begin seeing tokenized transactions within Google Chrome beginning Q1 2023, when Visa begins its full rollout of the VTS functionality for U.S. cardholders.
Prior to this integration, cardholders could choose to have their account and expiration date stored for use on a merchant checkout page. The integration between Visa and Google Chrome will allow purchases to use a token, which converts the account number and expiration date into a separate, new value with a dynamically generated Token Verification Value (DTVV). The DTVV is collected and used in the same manner as the 3-digit Cardholder Verification Value (CVV2) found on the back of a physical card.
The token autofill feature is automatically enabled for all merchants. Please assess if your business is prepared to accept a token for purchases. No additional action is required if your business is ready to accept tokens for transactions made through a browser.
If your business is not ready, you can opt out and opt back into the Visa token web browser autofill process by providing the following information to one of the email addresses noted below:
- Merchant name(s)
- Merchant URL(s) for their web pages that include payment credential entry forms
- Merchant App Package/Bundle ID(s), if applicable
- An Android or iOS application ID; similar in format to a URL
- This information is only required if you have an app that cardholders use on their mobile device for purchases
- Merchant Token Requestor ID(s) (TRIDs), if applicable

On 7 November 2023, Mastercard is introducing the following new merchant advice code (MAC) values in authorization responses for specific card products.
- MAC 40 – for consumer non-reloadable prepaid card
- MAC 41 – for consumer single-use virtual card number
If you accept these card products as payment for card-not-present (CNP) transactions, especially for subscription services, you may inform your customers to add an alternate payment source to ensure uninterrupted service and avoid the risk of insufficient funds or expired cards. This will improve your CNP approval rates for recurring charges.

On 13 October 2023, Mastercard will require non-payment card-add authentications to always include a step-up authentication. Please contact your EMV 3DS service provider to ensure that you are compliant with one of the following requirements when adding a card to a file, wallet, or similar (including tokenization), or at the latest during the first subsequent transaction:
- The card acceptor or wallet must successfully complete an EMV 3DS authentication, including challenge indicator “Challenge requested: Mandate” and receiving Results request (RREQ) value = Y (confirming successful authentication); or
- Apply another method that results in a successfully completed strong customer authentication (SCA)
If an SCA is completed successfully during a card-add, and the same card acceptor tokenizes the card afterwards without any action by the cardholder, then a second SCA is not required.

Mastercard updated the digital wallet standards and recommendations outlined below to help reduce fraud risks.
Digital wallets are recommended to monitor potential social engineering fraud with the use of the following
- High number of wallet top-ups, followed by rapid transfers to other digital wallets, or by other spend with such wallets
- High number or more than three different card numbers being used for top-ups
As fraud prevention measures, Mastercard strongly recommends to
- Temporarily block such wallet accounts when the above mentioned fraud signals are detected
- Limit the number of cards used for top-ups on a wallet account to three cards
- Only allow top-up from cards owned by the wallet account holder, as required by the anti-money laundering (AML) rules

Beginning 22 May 2023, Mastercard will update their Performance Standards. Transactions that are authorized with a final authorization request message will need to be submitted for clearing within three calendar days (including Saturdays, Sundays and holidays) from the authorization approval date. This includes point-of-sale and e-commerce transactions.
You can use preauthorization coding if your business model requires more than three days to clear, for example split shipment or trial period.
This change does not apply to transactions made in the following countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Turkey, Turkmenistan, Ukraine, and Uzbekistan.

Mastercard has introduced Autofill Virtual Cards with the Mastercard Digital Enablement Service (MDES) to enhance the cardholders checkout experience. This functionality, which will increase security by reducing the impact of account data compromise events and allow for additional security measures, is currently in pilot for select credit card issuers and will be available to all by the end of the first quarter of 2023.
Autofill Virtual Cards work by replacing a cardholder’s Primary Account Number (PAN) and Card Validation Code 2 (CVC2) with a Virtual Card (aka Token) and Dynamic Token Validation Code (DTVC). The DTVC is then collected and used in the same manner as the 3-digit CVC2 found on the back of a physical card when cardholders transact via:
- Web browsers
- Browser extensions
- Applications (Apps)
- Wallets
You may start storing information gathered from Autofill Virtual Cards, including card numbers, upon consent, to be used for customer-initiated and merchant-initiated e-commerce transactions in accordance with existing Mastercard rules, standards, and best practices. Please take note of the following:
- Never assume that the card number used in a browser guest-checkout transaction is the cardholder’s Primary Account Number (PAN); instead, leverage the Payment Account Reference (PAR), available in the authorization response, to associate all transactions related to an underlying cardholder account
- Never store a card security code after authorization has been submitted
Stand by for opt-out instructions if you do not wish to accept token transactions at this time.

On 1 January 2023, the Republic of Croatia will adopt the euro as their official currency as they become the 20th member of the eurozone. The Croatian National Bank will set the fixed exchange rate of 7.53450 HRK to 1 EUR. All financial institutions in Croatia will start conducting payments and transactions in the euro.
