With the issuance of and/or amendments to the Bank Negara Malaysia (BNM) Foreign Exchange Administration Rules (FEAR), Malaysian Electronic Clearing Corporation Sdn. Bhd. (MyClear) guidelines and Labuan Financial Service Authority (FSA) Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) guidelines relating to Wires and Inter-Bank GIRO (IBG) payments, the following are the initiatives from J.P. Morgan Chase Bank Berhad and JPMorgan Chase Bank, N.A., Labuan Branch to upgrade the existing payments format to include extra details required by these rules and guidelines.

The upgrade of the existing payment formats will take effect from March 23, 2015.

Key changes include:

Wires

  • Purpose Code (Mandatory)
  • Payment description (Mandatory)
  • Beneficiary Country Code (optional)

Interbank GIRO (IBG) payments

  • Recipient Reference (Mandatory)
  • Purpose Code (mandatory for non-resident payments (Sender or Beneficiary is not a resident)

Bank Check, Corporate Check and Direct Debit payments

  • Purpose Code (Optional)
  • Other Payment Details (Optional)

Singapore GIRO Enhancement — March 23, 2015

This is an industry-wide upgrade of the Interbank GIRO system led by the Association of Banks in Singapore (ABS). The change will take place in the March 23, 2015. The exact launch date will be announced by the ABS in due course. The existing GIRO format will be enhanced to include extra details for greater clarity on GIRO transactions. The key changes include but not limited to:

  • Bank/branch code will be replaced by SWIFT BIC as the bank identifier
  • Additional mandatory fields e.g. Purpose of payment
  • Extended fields length e.g. Customer reference

A "Get Ready Guide", which summarizes the key changes to facilitate your review and analysis, is available here. In addition, we will be sharing the respective file specification that is relevant to your company separately.

Important note on account format change for HSBC, OCBC and SBI
As a result of this initiative, please note that the account number format for Hongkong Shanghai Banking Corporation (HSBC), Oversea-Chinese Banking Corporation (OCBC) or State Bank of India (SBI) will be changed. The full account number will be expanded to include the first three digits branch code followed by the existing account numbers. For fund transfers to any of these three banks, you will be required to enter the new account number going forward. A sample of this change is available here.

We will update this change on your behalf for all existing GIRO application arrangements and/or instructions sent to JPMorgan prior to the go-live date.

  • FX payments may be processed and delivered to the beneficiary on a same-day or next-day basis, depending on the currency that clients are executing and the time-of-day that instructions are released by the client.

Beginning May 14, 2012, information reporting for Vietnamese dong (VND) accounts will be updated to reflect no decimal places. This is to standardize reporting in accordance with the International Standardization Organization (ISO) Currency Precision guidelines.

Currently, reporting for these transactions includes two additional zeros that represent fractional amounts. As VND does not use fractional amounts, the additional zeros are not necessary.

Our records indicate you have VND accounts established on J.P. Morgan information reporting services, therefore please take note of the following:

  • Effective May 14, 2012, current day reporting for VND accounts will reflect no decimal places.
  • Effective May 15, 2012, prior day reporting for VND account will reflect no decimal places.
  • J.P. Morgan VND accounts, as well as VND accounts at other financial institutions reported on J.P. Morgan information reporting services, will be affected by this change.
  • Historical Data
    • Historical data prior to May 14 for J.P. Morgan InsightSM, DEX Data Transmission and TSLink will retain the original reporting format.
    • Historical data prior to May 14 for J.P. Morgan ACCESSSM and J.P. Morgan Host-to-Host Direct Transmission will convert to the updated format.

J.P. Morgan ACCESSSM Cash Balance and Transaction Reporting offers a feature that allows clients to filter transactions using "Transaction Types". "Transaction Types" appears on the "Select a Report" and "Search" tabs as a selection window. Each reported transaction is associated with a transaction type, and you may select transactions to customize reports and exports.

Beginning November 2011, "Transaction Types" will be enhanced. The following new "Transaction Types" will now be available:

  • ATM
  • FEE

Several transactions that were previously assigned MISCELLANEOUS "Transaction Types" will be reset to a more descriptive transaction type (e.g., ACH, CHECK).

If you have selected "Transaction Types" in "My Saved Reports", effective November 13, 2011, you should review the "Transaction Types" that you have selected to ensure you are capturing filtered transactions based on the updates that will be in place.

TSLink Direct — Cash Concentration Reporting Differences Effective July 18, 2011 and in October 2011

 

Due to the expanded length of several Cash Concentration transaction descriptive text contents, and the way that information feeds TSLink Direct, a space will be inserted into the descriptive text in key data: ACCOUNT keyword, account number.

  • It is important to note that a space is inserted in the current production environment, sometimes occurring in the ACCOUNT key-word and periodically in the account number.
  • As of July 18, 2011, due to the expanded descriptive text, the inserted space will be more prevalent.
  • The space will ONLY impact New York accounts. If a sweep is between accounts in two different states, this will only occur for the New York accounts.

If you parse TSLink Direct data based on the word "ACCOUNT" or on the account number in the descriptive text, you may need to adjust your parsing to anticipate the inserted space.

Federally mandated changes to Regulation CC will result in an increase of the amount of next-day available funds for check deposits from $100 to $200.

Effective July 18, 2011, for U.S. demand deposit accounts, available balances reported on the following information reporting channels will reflect these new availability requirements:

  • JPMorgan Chase Treasury Workstation

Beginning in July 2011, enhancements will be implemented for select information reporting channels:

  • BAI2, CSV, MT940 export files and print reports will be updated with Customer Reference and Bank Reference values for a number of transaction types for which this information is not provided today. You can use these reference numbers to better identify and reconcile transactions. The following transactions types are among those that will include the additional information:
    • Automatic Dollar Transfer (ADT)

All originated Foreign Exchange (FX) Wire Payments for U.S.-domestic J.P. Morgan accounts will be reported under BAI2 code 514, "FOREIGN EXCHANGE", effective March 2011. Today, these FX Wire Payments are currently reported under BAI2 code 495 with the description "BOOK TRANSFER". Please note that BAI2 code 514 is a standard code that is already in use by J.P. Morgan for similar payment types. In addition, descriptive text will be updated to include the contract currency, amount and rate reflected in field tags FXCUR, FXAMT and FXEXCH.

If you electronically interface data to internal applications, you may need to make modifications to support the change in the BAI2 code.
