Effective April 2024, Visa will start charging a Payment Account Number (PAN) Pass Back Program fee of $0.02 per event for transit and urban mobility operators. This program will only be available for transit merchants processing token transactions under the following Merchant Category Codes:

• MCC 4111 - Local and Suburban Commuter Passenger Transportation, including ferries
• MCC 4112 - Passenger Railways
• MCC 4131 - Bus Lines

You can implement a payment account reference (PAR) in your system before April 2024 to avoid this fee. The PAR provides the ability to link payment activity to a payment account.

Effective October 17, 2025, Visa will update their Commercial Enhanced Data Program (CEDP) criteria for small business and commercial transactions as follows:

• A new Level 3 interchange fee program and interchange rates will be introduced for Visa Business cards shown in Table 2
• The existing Level 3 interchange rates for Corporate, Purchasing, and Large Ticket (Non-GSA¹) cards will be revised as shown in Tables 3-4
• Qualification for the Level 3 interchange fee program will include a “Verified” status determined by Visa. Non-verified merchants, whose transactions received non-Level 3 interchange at deposit, may have their transactions adjusted to receive the Level 3 interchange rates if data quality submitted meets the CEDP data requirement and is confirmed valid by Visa

• Authorization resubmission requirements. Resubmitted requests must include the same merchant details and POS condition values as the original, unless exceptions apply (e.g., transit debt recovery). They must also include the original PAN and expiration date, a tokenized-stored credential obtained through Secure Remote Commerce tokenization, or new account information from the cardholder or Automatic Billing Updater.
• Token cryptogram exception. If token cryptogram data is used in a declined merchant-initiated transaction (MIT) authorization request, it must not be reused in subsequent resubmissions.
• CNP transaction restrictions. Declined card-not-present (CNP) cardholder-initiated transactions must not be resubmitted as an MIT, except for transit debt recovery.
• Merchant advice codes. Merchants should use the decline reason and merchant advice code from the issuer's response in their resubmission strategies for MITs.
• Prohibition of data manipulation. Merchants must not manipulate transaction data in resubmissions to evade payment arrangement cancellations. This includes altering the acceptor ID or acceptor name used in the merchant's transaction messages, or shifting the merchant's transaction volume to a different acceptor ID.
• Response code restrictions. If any of the following response codes are received in the issuer’s authorization response for a merchant-initiated CNP transaction, do not make additional authorization requests for the same transaction with the same account information (PAN and expiration date combination) at any time:
  • 04 (Capture card)
  • 14 (Invalid card number)
  • 15 (Invalid issuer)
  • 41 (Lost card)
  • 43 (Stolen card)

On April 12, 2025, Mastercard’s Flex Program, together with new product codes and interchange rates will be put into effect. This is a global commercial credit program that will help businesses expedite business-to-business (B2B) payments with convenience and security through Virtual Card Number (VCN) technology. The program fee is 0.1% per settled transaction and is effective starting 14 April 2025. Interchange rates will also apply under this new program, shown in Table 4.

To qualify for this program, transactions must meet the following criteria:

• Transaction should originate from one of the listed product codes in Table 1
• The merchant must be in one of the supported countries in Table 2
  • Cross-border transactions will be permitted between these countries
  • Domestic transactions will also be allowed in these countries except for Poland and Switzerland
  • All transactions outside these permitted countries will be blocked. Please refer the MC decline reason codes in Table 5
• Mastercard has also introduced transaction thresholds for certain countries. Transactions on card issued from these countries will be declined (Table 5 for decline reason codes) for amounts lower than the threshold in Table 3

• Photo proof that the goods were delivered to the address specified by the cardholder

Mastercard is clarifying procedures for contactless transit aggregated transactions, which occur when:

• A Mastercard or Debit Mastercard contactless-enabled card or contactless payment device is tapped one or more times at the point of entry to a transit system during a 24-hour period (the tap aggregation period), and
• The taps are combined into a total transaction amount, then submitted for authorization on a deferred basis

Transit merchants must follow these guidelines:

• Account Verification (VF) transactions must not include a cryptogram or track data. If sent, the transaction will be considered non-compliant with potential declines/rejects. Instead, retain the cryptogram and track data from the VF transaction to submit in the End of Day Authorization or Conditional Deposit
• For the End of Day Authorization or Conditional Deposit:
  • If there is only one tap during the aggregation period, submit the retained cryptogram and track data from the initial tap (VF)
  • If there are multiple taps (rides taken), submit the cryptogram and track data from the last tap for the combined total amount of taps during the aggregation period

On January 6, 2025, Mastercard will introduce pricing for the Authorization Optimizer Service, previously known as Decline Reason Code Service. This pricing will be applicable to card-not-present (CNP) declined transactions and aims to improve insights on how and when to resubmit requests for authorization.

This fee will be charged when a declined CNP transaction meets all of the following conditions:

• Mastercard decline reason code is equal to 79 (Lifecycle) or 82 (Policy) or 83 (Security)
• Mastercard-provided Merchant Advice Code (MAC) is equal to 01 (Updated/additional information needed), 03 (Do not try again) or any MAC from 24 to 30

OR when a declined CNP recurring transaction meets the following conditions:

• Mastercard decline reason code is equal to 51 (Insufficient Fund)
• Mastercard-provided MAC is any from 24 to 30

Effective September 2, 2024, Mastercard will increase their Nominal Amount Authorization Transaction Processing Excellence (TPE) fee to $0.100 from $0.045.
